All reports and records shall be preserved among the records of Council. No book, paper or official document, nor tape player transcript shall be destroyed or altered in any way. Tapes of Council proceedings shall be preserved for a period of five years. The Clerk of Council shall obtain a receipt when any of the items mentioned herein is requested by anyone.
