121.06  ADDRESSING COUNCIL.
   (a)   Any councilman desiring to speak before Council must secure recognition from the President of Council before he speaks.  He must confine himself to one subject at a time or to the matter under discussion and the President's call to order shall be obeyed.  Each councilman shall be limited to three minutes, with an additional two minutes upon request.
   (b)   Persons desiring to address Council shall, by verbal request, during recognition of visitors, obtain recognition of the President of Council before they speak.  Persons speaking before the body must give their name and address and the Clerk of Council shall make a record of the same.  Remarks shall be confined to one subject at a time.  All personalities shall be avoided and the President's call to order shall be obeyed.  Each person addressing Council shall be limited to three minutes.
