Shall a majority of a committe feel that the matter placed in their committee warrants a study by Council as a Committee-as-a-whole, a request signed by the majority of such committee shall be read by the Clerk of Council.
The President of Council shall then place the matter in question in the Council Committee-as-a-whole, and shall serve as chairman of this committee.
