121.04  RULES.
   The rules in Robert's Rules of Order shall govern Council in all cases to which they are applicable, and in which they are not inconsistent with State law.  Any question pertaining to the rules of order will be decided by the President of Council, subject to the right of appeal from the decision of the chair, but the appeal must be duly seconded.  In the event the decision of the chair is so appealed from and seconded, then the chair shall put forth the following question to Council:  "The decision of the chair has been appealed from; shall the decision of the chair be sustained?" A roll call vote shall be taken.
