921.17  APPEALS.
   (a)   All disputes or disagreements arising out of the establishment of the rules and regulations promulgated by this chapter shall be presented to Council for resolution.
   (b)   Such disputes or disagreements must be filed in writing with the Clerk of Council within thirty days of such dispute or disagreement.
   (c)   The Clerk shall maintain a record of proceedings, including original papers, testimony and evidence offered, heard, and taken into consideration.
   (d)   The findings of the Council shall be final but may be reviewed by the Tuscarawas County Court of Common Pleas.
   (e)   The costs of administering, maintaining, and operating such appeal actions shall be included as a cost of the operation and maintenance of the wastewater facilities.
   (f)   All proceedings of the Council regarding appeals as stated herein shall be governed by the laws of the State.  (Ord. 1350.  Passed 11-16-78.)
