"Refuse", for purposes of municipal collection, means rejected waste matter accumulating in residential dwellings of one or two families in the normal course of household affairs and includes such items as rags, straw, excelsior, old clothes, shoes, scraps of wood, rubber, carpets, or discarded household appliances, toys, oil cloth, trimmings and clippings, building materials, discarded hardware, cooking utensils, crockery, enameled ware and other usual household discards so long as they can be placed in a container as hereinafter provided and not weighing more than 50 lbs. Hazardous waste as defined by the US Environmental Protection Agency or appropriate agency of the State of Ohio to be hazardous shall not be collected. (Ord. 40-2013. Passed 4-9- 13.)
