The Building Commissioner or the City Engineer are delegated the discretion, without additional notice, past the first notice, to determine which accumulations constitute a nuisance upon dedicated or tendered streets mindful of the following standards:
(a) The nature of the obstructive material;
(b) The scattered area of the material;
(c) The likelihood to obstruct City or tendered sewers;
(d) The traffic operation hazard;
(e) The hazard to health and clean environment;
(f) The likelihood of continued deposits or erosions;
(g) The repetitive nature of the situation;
(h) The potential danger to persons or properties; and
(i) Such other factors as are practicable.
