The license fee imposed and collected shall be the sum of two hundred dollars ($200.00) per year for each retail wine license and the sum of two hundred dollars ($200.00) per year for each wine by the drink license. Such license year shall be from one minute after twelve o'clock (12:01) A.M. July 1 through June 30 of the following year; provided, however, should a license be issued for less than a full calendar year, the license fee shall be prorated on a quarterly basis.
