Since the owners of property adjoining right of way are responsible for the construction and repair of sidewalks, curbs and driveway approaches, the city, its officers and employees shall not be liable for injuries or damages resulting from a failure to construct, rebuild or repair sidewalks, curbs and driveway approaches.
