When, for any reason, it is necessary to run a ditch of any depth across more than one-half (½) the width of any street, excavation and backfilling shall be completed on one-half (½) of the street before any excavation is started on the other half. Whenever such ditching is to be done, the person responsible for the work shall inform the police and fire departments not less than two (2) hours before the work is scheduled to start and shall notify the police and fire departments as soon as the work is completed.
