Whenever any work is done in or upon any public right of way, such work shall, when once commenced, be continued to completion without unnecessary delay. If, at any time during the progress of the work, the work is left unattended for a period of more than twenty-four (24) hours, the superintendent of streets may restore the site to its original condition and the person responsible for the work shall be billed for the expense of such restoration.
