All dwelling and business house numbers within the City shall be determined and assigned by the City Engineer and shall conform to the numbering map approved by the City Council, February 25, 1957, and on file in the office of the City Engineer.
Every owner, or other person having control of any dwelling or business house within the City, shall place or cause to be placed on the front of said building the proper number thereof in conformity with the provisions of this Section, which numbers shall be not less than three inches (3") in height and shall be so placed as to be plainly visible from the street.
