A user who is required to have an industrial wastewater discharge permit shall apply for industrial wastewater discharge permit reissuance by submitting a complete industrial wastewater discharge permit application, in accordance with section 7-7-3-4 of this chapter, a minimum of ninety (90) days prior to the expiration of the user's existing industrial wastewater discharge permit. A user whose existing industrial wastewater discharge permit has expired and who has submitted its reapplication in the time period specified herein shall be deemed to have an effective industrial wastewater discharge permit until the city issues or denies the new industrial wastewater discharge permit. A user whose existing industrial wastewater discharge permit has expired and who failed to submit its reapplication in the time period specified herein will be deemed to be discharging without an industrial wastewater discharge permit.
