The failure to remove snow, ice and rubbish; or to cut and remove weeds, grass and rubbish; or to eradicate by spraying or otherwise treating diseases or pests injurious to trees, plants and shrubs, all as hereinabove provided for, is hereby declared to be a public nuisance, detrimental to the public health, safety and welfare.
