(A) Unlawful Accumulation of Litter: No person, owner, agent, lessee or occupant of any building, yard or lot of ground shall allow to accumulate or remain in or on said building, yard or lot of ground, any putrid or unsound meat, pork, fish, hides, decayed vegetables or food, manure, filthy ash heaps, garbage, offal, rubbish, dirt or filth of any kind. (B) Accumulation of Refuse: It shall be unlawful for any person to permit vegetable waste, litter, garbage, filth or refuse of any nature, kind or description detrimental to health to accumulate within or upon any private alley, yard or area. (1958 Code, Ch. X, Art. 4, Sec. 3)
