If any person shall suffer or permit any watercourse or ditch used for the purpose of carrying water to or from any building, lot or premises belonging to or occupied by him, to overflow or undermine, or otherwise to injure or obstruct any street, land, avenue, or alley, or to overflow or undermine, or otherwise injure any house, lot or premises, such person shall be deemed the author of a nuisance, and upon conviction, shall be fined in any sum not exceeding fifty dollars ($50.00) and a like fine for every twenty four (24) hours the same shall continue after notice has been given by any officer of the City to abate the same.
