It shall be unlawful for any person to employ any bellman or bellmen, or use or cause to be used any bell, horn, bugle or other sounding instrument, or use or employ any loud noise, or any device offensive to the senses, or any performance of any kind, as a means of attracting people, or for any other purpose whatsoever, without obtaining written permission from the City Council.
