The parks and recreation commission shall make no expenditures, exclusive of gifts, except as to those amounts appropriated and set aside by the city for the purpose of said commission as provided by law, and within such limits said commission is authorized to employ such employees and technical advisors as it deems necessary for the promulgation of its work.
