Nothing contained in this code shall be deemed or construed to relieve any person owning, operating, constructing or installing any electrical work from any liability for damages to any person injured by the construction, installation or operation of the same, nor shall the city be deemed to have assumed any liability by reason of the inspection hereinbefore authorized, or by any failure of the electrical inspector to make such inspection.
