No property owner, nor his agent or employee, shall sublet, lease, sublease or otherwise permit his property, or property of which he is in charge, to be used by an itinerant merchant or itinerant vendor, as herein defined, unless specifically excluded from application of this Chapter or unless the itinerant vendor or itinerant merchant has obtained a license as provided herein.
