3-1-4: SPECIAL PERMIT:
   A.   Permit Required: In the event that two hundred (200) or more persons are anticipated to be in attendance at a gathering in a county park, for a common purpose, design, or entertainment function, and it is desired that alcoholic beverages be served on, at, or in said county park; a representative of the sponsoring organization or individual shall make application for a special permit to do so.    B.   Application Contents: Said application shall be submitted to the county clerk of the district court's office setting forth such information as: number of persons anticipated at one time, type of entertainment, whether or not there will be an admission charge at the Filer fair grounds, duration of assembly, purpose and scope of assembly, designation of responsible person or agency, names and addresses of sponsoring and promoting individuals, location of county park to be used, provision for cleanup and repair of premises and any other information requested by the county clerk of the district court's office related to maintenance of order, safety, health and welfare of the public or its property.
   C.   Approval; Disapproval:
      1.   The county clerk of the district court's office shall then forward said application for permit to the county commissioners for approval or disapproval.
      2.   Said application for group permit to consume intoxicating beverage on county park premises may be approved by a majority of the county commissioners or same may be disapproved by a majority based upon reasonable grounds related to the public's safety, health and general welfare.    D.   Fee: Said application must be made at least ten (10) days in advance of the assembly and be accompanied by an application fee as set by the board of county commissioners of Twin Falls County. (Ord. 195, 5-21-2007)
   E.   Conditions: Approval may be conditional upon requirement for posting of an undertaking sufficient to ensure repair and maintenance of premises during and after the assembly. (Ord. 24, 6-28-1974)
