It is the purpose of the county to regulate and control the sale, consumption and possession of intoxicating beverages on property owned, controlled or maintained in whole or in part by the county or any agency, division or commission thereof, where, because of the purpose or number of gathering persons involved, there is likelihood of excessiveness or abuse and resulting threat or danger to the public health, safety and welfare.
