The fiscal year of the Commission shall commence on October 1 of each year and shall end on September 30 of the following year. The Executive Committee shall prepare, by the first Monday in July of each year, a preliminary budget for the Commission, including activities of the Executive Committee, and an estimate of costs to be apportioned to each member county for the ensuing year. A copy of the preliminary budget, showing the amount of costs to be allocated to each member county, shall be distributed to each member county by July 15 of each year for approval by the commissioners of the member counties. On or before August 15 of each year a budget for the Commission shall be approved by the Executive Committee and certified to each member county.
