2-2-2: TERMS; COMPENSATION:
   A.   Terms; Vacancies: The term of office of each Commission member shall be four (4) years; provided, however, that one of each member county's initial appointments to the Commission shall serve a term of two (2) years and the other initial appointment from each member county shall serve a term of four (4) years. All vacancies shall be filled for the balance of the unexpired term in the same manner as original appointments. Members may serve no more than two (2) consecutive terms. The Commission shall elect a chairman and create and fill any other office that it may deem necessary. The Commission may establish subcommittees and advisory committees to advise and assist in carrying out its responsibilities within the constraints of the approved annual budget.
   B.   Compensation: Commission members shall serve without compensation, but may be reimbursed for their actual expenses incurred in attending Commission meetings or conducting other Commission business under such rules as may be adopted by the Executive Committee and within the constraints of the approved annual budget.
