The Administrator shall be chosen and shall serve at the pleasure of the Council. The Administrator is authorized and directed to enforce and carry out all provisions of this chapter, both in letter and spirit, with vigilance and with all due speed. The Administrator is authorized to promulgate regulations and procedures consistent with the purpose of this chapter, toward that end. The Administrator is further empowered to delegate the duties and powers granted to and imposed on him under this chapter. As used in this chapter, Administrator shall include his authorized representative.
