The Board shall keep minutes of its proceedings, shall cause to be kept a verbatim record of the hearing on any appeal together with its findings of fact in support of that decision, all of which shall be open to public inspection. Copies of the Board's decisions on appeals and petitions for variances shall be mailed or delivered to the applicant, to the Administrator, and to persons filing requests for special notice of hearings pursuant to § 157.144 (A) (4). The verbatim record may be discarded by the Board one year after the hearing.
