All hearings of the Board shall be open to the public, and those in attendance shall be afforded an opportunity, the length and conditions of which shall be prescribed by the Board, to address the Board on issues to be determined. The appellant and the Administrator shall be afforded an opportunity to address the Board on any matter at issue. Any party or interested person may be represented by another at the hearing.
