It shall be unlawful to park or harbor any trailer coach or mobile home in the city, except in the area bounded on the east by Prairie Street, on the north by North Line Street, on the west by Carico Street and on the south by the north right-of-way line of the C.& E.I. Railroad; provided, that no trailer coach or mobile home shall be permitted to be parked in this area other than in a regularly licensed trailer coach park, unless the written consent of not less than 60% of all property owners within a radius of 300 feet of the proposed location of the trailer coach has been obtained.
