Whenever necessary to conform to an overall plan otherwise to protect or promote the public interest, oversize improvements shall be installed or constructed by the subdivider, provided however, that the cost to the subdivider shall be no greater than that which would result from the installation or construction of only that size necessitated by his own development. The excess cost resulting from the requirement of an oversize improvement shall be borne by the city or the appropriate local agency.
