§ 154.06 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   "ADMINISTRATOR." The City Administrator.
   "AMERICAN NATIONAL STANDARD FOR ROADWAY LIGHTING." The most recent edition of "AMERICAN NATIONAL STANDARD FOR ROADWAY LIGHTING" prepared by the American National Standards Institute, published by the National Electrical Manufacturers Association (NEMA), and duly adopted by reference from time to time by the City Council.
   "BDE MANUAL." The most recent edition of the "BUREAU OF DESIGN AND ENVIRONMENT MANUAL" published by the Illinois Department of Transportation and duly adopted by reference from time to time by the City Council.
   "BLR MANUAL." "BUREAU OF LOCAL ROADS AND STREETS MANUAL" published by the Illinois Department of Transportation, Bureau of Local Roads and Streets, and duly adopted by reference from time to time by the City Council.
   "BUILDING CODE." "INTERNATIONAL BUILDING CODE" (IBC) and/or "INTERNATIONAL RESIDENTIAL CODE" (IRC) published by the International Code Council and duly adopted by reference from time to time by the City Council.
   "BUILDING INSPECTOR." See "INSPECTOR".
   "CITY ENGINEER." A professional engineer licensed in Illinois designated by the Administrator or City Council to represent the interests of the city relating to these regulations.
   "CITY OF TUSCOLA DESIGN AND CONSTRUCTION STANDARDS." The most recent edition of "City of Tuscola Design and Construction Standards" published by the City of Tuscola and available for reference at the office of the Administrator.
   "ENGINEER." A professional engineer licensed in Illinois employed by the subdivider, as distinguished from City Engineer.
   "HIGHWAY STANDARDS." The most recent edition of "HIGHWAY STANDARDS" published by the Illinois Department of Transportation, Bureau of Design, and duly adopted by reference from time to time by the City Council.
   "IDOT." The Illinois Department of Transportation.
   "ILLINOIS DRAINAGE MANUAL." "ILLINOIS DRAINAGE MANUAL" published by the Illinois Department of Transportation, and duly adopted by reference from time to time by the City Council.
   "INSPECTOR." A person authorized by the City Council, or Administrator, to inspect any construction permitted by the city for the purpose of verifying the requirements of this chaper are followed.
   "MINOR SUBDIVISION." A subdivision of no more than five lots, parcels, or tracts.
   "MUTCD." The "MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES" published by the Federal Highway Administration and duly adopted by reference from time to time by the City Council.
   "NATIONAL ELECTRICAL CODE." The "NATIONAL ELECTRICAL CODE" published by the National Fire Protection Association and duly adopted by reference from time to time by the City Council.
   "NEXT REGULARLY SCHEDULED MEETING." The next regularly scheduled meeting, not including study sessions, following a specific event.
   "OFFICIAL COMPREHENSIVE PLAN" or "COMPREHENSIVE PLAN." The Comprehensive Plan of the city.
   "PLAN COMMISSION." The Plan Commission of the city.
   "RECORD DRAWINGS." Drawings prepared by the Engineer during construction clearly detailing any changes from the original drawings approved prior to construction. This includes, but is not limited to, all change orders, additions, deletions and any deviations from the horizontal and vertical locations called out in the original drawings approved prior to construction.
   "STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION." The "STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION" published by the Illinois Department of Transportation and duly adopted by reference from time to time by the City Council.
   "STANDARD SPECIFICATIONS FOR WATER AND SEWER MAIN CONSTRUCTION IN ILLINOIS." The "STANDARD SPECIFICATIONS FOR WATER AND SEWER MAIN CONSTRUCTION IN ILLINOIS" published jointly by the Illinois Society of Professional Engineers, Consulting Engineers Council of Illinois, Illinois Chapter of the American Public Works Association, Illinois Municipal League, the Associated General Contractors of Illinois and duly adopted by reference from time to time by the City Council.
   "SUBDIVISION." The division of a tract of land into two or more lots, parcels, or tracts, unless an exception is required by law or these regulations.
