Upon receipt of the application therefor and posting of the bond and payment of the fee as required by this chapter, and upon approval by the City Council, the Electrical Commission shall register the applicant as an electrical contractor or serviceman, and shall issue to the applicant a certificate of registration which will authorize the applicant to engage in such business during the fiscal period in which it is issued. The certificate of registration shall expire on March 31 next following its issuance.
