At every auction sale within the city there shall be kept a sale book in which each purchaser shall immediately after making a purchase, sign his true name and address opposite which the auctioneer shall write the name of the article purchased as the same appears upon the tag and the sale price thereof and the article shall be delivered to the purchaser with the tag intact and attached thereto.
