(A) All license fees required pursuant to the provisions of this chapter shall be payable on or before December 31 of the year prior to the year for which the license fee is being paid. No license shall be effective without the entire license fee having been paid prior to the issuance of the license. The license year shall be January l through and including December 31 and there shall be no proration of any license fee.
(B) All applicants who are granted a license under this chapter shall commence operations under such license within 180 days after the issuance of the license. The failure to commence operations as provided herein shall result in the automatic forfeiture of the license granted and the fee paid.
