(A) Licenses for the sale at retail of alcoholic liquor in the city shall be in such classes and authorized numbers and with such license fee, as follows:

(B) The foregoing fees may be waived and/or rebated, in whole or in part, by majority vote of the City Council, provided, however, that any such waiver or rebate shall apply equally to all licensees of a particular class or classes in good standing with the city as of a date certain.
