(A) The Superintendent of Public Works is authorized and directed to locate, construct, install, and provide proper signs for parking spaces for physically handicapped persons in certain areas of the city on public right-of-way designated as follows:
(1) Two parking spaces convenient to the Tuscola Community Building.
(2) Three parking spaces convenient to or in the downtown business area.
(B) The Superintendent of Public Works is authorized and directed to locate the parking spaces referred to in division (A) above in such places that will provide optimal and convenient use by physically handicapped persons, to achieve the objectives and purposes of this subchapter, and in accordance with sound traffic engineering principles.
