§ 72.20 HANDICAPPED ACCESS.
   (A)   For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   “PARKING LOT.” Any area, other than public right-of-way set aside to facilitate the parking of 20 or more vehicles and established for the use of the public with or without charge.
   “PHYSICALLY HANDICAPPED PERSON.” A person with a measurable limitation of mobility due to congenital defect, disease, or trauma which:
      (1)   Confines an individual to a wheelchair;
      (2)   Causes an individual to walk with difficulty or insecurity (such as individuals using braces or crutches, amputees, arthritics and those with pulmonary and cardiac ills);
      (3)   Affects the sight or hearing to the extent that an individual functioning in public areas is insecure or exposed to danger;
      (4)   Causes faulty coordination or reduces mobility, flexibility, coordination, and perceptiveness to the extent that special facilities are desirable to provide for the safety of that individual.
   (B)   In connection with any business use of property in the city where 20 or more parking spaces are required or provided there shall be not less than two parking spaces provided for physically handicapped persons. Those parking spaces shall be located, constructed, installed, and properly signed in compliance with the accessibility standards promulgated by the Capital Development Board pursuant to and in accordance with the Facilities for the Handicapped Act, effective December 28, 1978.
   (C)   The Superintendent of Public Works shall construct, install, and provide proper signs for parking spaces for physically handicapped persons on areas or public right-of-ways designated by the Council.
   (D)   It shall be unlawful for any person who is not physically handicapped as defined in division (A) above to park or place any vehicle or obstacle which does not display the registration plate required by ILCS Ch. 625, Act 5 § 3-616 or a special decal or device required by ILCS Ch. 625, Act 5 § 11-1301.2 in any parking space constructed, installed, and designated for physically handicapped persons such that the parking space would not be accessible for physically handicapped persons.
