(A) The provisions of this title relating to the operation of vehicles refer exclusively to the operation of vehicles upon highways except where a different place is specifically referred to in a given section, and to rights-of-way and other places open to vehicular traffic, as the case may be.
(B) The provisions of §§ 73.10 through 73.24 shall apply upon highways and elsewhere throughout the municipality.
