(A) The proposed changes shall be presented and defined in writing and, if applicable, with drawings or specifications.
(B) The appropriate department superintendent shall review and approve the proposal.
(C) The modifications must meet all applicable standard specifications established by the city unless a specific waiver is granted by action of City Council.
(D) The modification shall not be such as to become a traffic or safety hazard.
(E) The modification shall not be such as to be likely to interfere with the operation or maintenance of city or public utility installations.
(F) The modification shall not adversely affect the drainage of public right-of-way or private property.
