Within 30 days after receipt of the annual audit of the sewer system by the city, the City Council shall review the rates and charges made for use of the sewer system in light of the revenues and expenses experienced during the previous year as shown by the audit. The City Council shall, by ordinance, adjust the rates and charges made for use of the sewer system as may be necessary based upon the revenue and expense figures shown by the audit. The users of the wastewater treatment services will be notified annually, in conjunction with a regular bill, of the rate and that portion of the user charges which are attributable to the wastewater operation, maintenance and replacement.
