The city shall charge a user fee for sanitary sewer service based upon the quantity of metered water sales. The rates charged shall be determined, from time to time, by the City Council by resolution. Following the adoption of new rates, the city shall cause the new rate schedule to be published in a newspaper of general circulation within the city, with a copy to be maintained at all times in the office of the City Clerk.
