§ 32.84 POWERS AND DUTIES.
   The Cultural Arts Alliance shall perform the following duties:
   (A)   Adopt its own procedural rules and regulations, including provisions for the selection of a Chairperson and other officers as the members of the Cultural Arts Alliance may deem necessary.
   (B)   Investigate and recommend to the City Council procedures, policies, or initiatives regarding the promotion of the arts within the city.
   (C)   Investigate and recommend to the City Council standards and guidelines for use by the city concerning displays of art on public property.
   (D)   Recommend to the City Council and, when authorized and funded, plan and implement projects and initiatives to highlight the arts. Examples include public sculptures, murals, education initiatives, beautification efforts along public ways, festivals, and other events.
   (E)   Make a written report, not less than annually, to the City Council summarizing efforts of the Cultural Arts Alliance for the preceding year.
   (F)   The Cultural Arts Alliance shall have the power to accept gifts of money or artistic materials from donors. All monies so donated shall be immediately given to the City Treasurer, who shall deposit them and segregate them in the “Cultural Arts Alliance Fund.” The Cultural Arts Alliance shall have the authority to expend those funds in furtherance of its duties and authorities herein and in accordance with city budget, appropriations, and procurement policies and practices. Artistic materials so donated shall become personal property of the City of Tuscola, and shall be displayed upon public property unless and until designated by ordinance as surplus property.
   (G)   Perform any other task, as necessary and approved by the City Council, in furtherance of the City of Tuscola Cultural Arts program.
