Any person taking any library materials from the Library and failing to return them shall, upon refusal to pay for the material, be subject to a fine of not more than $100. This fine, when paid, shall go to the Library Fund. Any person failing to comply with rules of the Library by refusing to pay fines assessed for the failure to return library materials according to the rules of the Library shall be guilty of a violation of this section and shall be subject to appropriate legal action to collect the fine imposed.
