§ 32.43 POWERS AND DUTIES.
   (A)   The Board of Trustees shall make and adopt such bylaws, rules, and regulations for its own guidance and for the government of the library and reading room as it deems expedient. (‘69 Code, § 14-7)
   (B)   The Board may exclude from the use of the Library and reading room any person who willfully violates its rules; and the Board may extend the privileges and use of the Library and reading room to persons residing outside of the city in this state, upon such terms and conditions as it may by its regulations prescribe. (‘69 Code, § 14-9)
   (C)   The Board of Trustees shall have the exclusive control of the expenditure of all moneys collected to the credit of the Library Fund; provided all moneys received for the library shall be deposited in the Treasury of the city to the credit of the Library Fund, and shall be kept separate and apart from other moneys of the city, and drawn upon by the proper officers of the Library upon the properly authenticated vouchers of the Library Board.    (D)   The Board of Trustees shall have exclusive control of the construction of any library building, and the supervision, care, and custody of the grounds, rooms, or buildings constructed, leased, or set apart for that purpose.

   (E)   The Board of Trustees shall have power to purchase or lease grounds and to occupy, lease, or erect an appropriate building for the use of the library. (‘69 Code, § 14-8)
   (F)   The Board of Trustees shall have the power to appoint a suitable librarian and fix his compensation, and shall have also the power to remove such appointee. (‘69 Code, § 14-8)
