§ 32.40 PUBLIC LIBRARY.
   (A)   There is established a public library and reading room for the use and benefit of the inhabitants of the city, to be known as the Tuscola Public Library. (‘69 Code, § 14-1)
   (B)   The public library shall be forever free to the use of the inhabitants of the city. The library, however, shall be subject to such reasonable rules and regulations as the Library Board may adopt in order to render the use of the library and reading room of the greatest benefit to the greatest number.
