The Board of Health shall from time to time recommend to the City Council such measures as it may deem necessary to promote and secure the health and cleanliness of the city. The Board shall annually, on or before May 1 of each year, render to the City Council a full and accurate statement of all expenses incurred in the discharge of its duties together with a detailed statement of its operations for the preceding year.
