§ 31.87 PERSONNEL POLICIES.
   (A)   The City Council shall establish personnel policies for all city employees which shall be published in a manual and made available to each employee.
   (B)   Personnel policies shall be reviewed and modified periodically by the City Council by ordinance.
   (C)   The Superintendent of City Services shall be responsible for the interpretation and enforcement of all personnel policies subject to approval.
