§ 31.82 EMPLOYMENT AND DISCHARGE WITHOUT CONSENT OF CITY COUNCIL.
   The chairman of any committee is authorized and empowered, between regular meetings of the City Council, to employ and discharge from employment any person whose duties fall within the jurisdiction of the chairman’s committee. Such action by the chairman of any committee shall be subject to approval and ratification by the full Council at its next regular or special meeting. If the action fails to be ratified and approved by the Council, any person employed pursuant to the provisions of this section shall be terminated in such employment; and any employee discharged pursuant to the provisions of this section shall be reinstated in his employment and shall be entitled to the wages he would otherwise have received had he not been discharged.
