§ 31.80 RESIDENT AND NONRESIDENT.
   The policy of the City Council is that qualified residents of the city will be given preference over nonresidents for employment purposes; provided, that if there is no qualified personnel within the city, the Council may at its discretion employ a qualified nonresident if such nonresident resides within ten miles of the city.
