§ 31.71 DUTIES.
   (A)   The Superintendent of Streets shall be superintendent of all the public streets, alleys, avenues, and sidewalks of the city, and shall see that all the streets, alleys, avenues, and sidewalks in this city are kept in good repair and free from obstructions of all kinds, and may, for that purpose at all times, call to his aid any police officer in this city.    (B)   The Superintendent of Streets shall oversee any excavations made in any street or alley for the purpose of making sanitary or storm sewer connections. No excavation shall be made in any street or alley unless the Superintendent of Streets is notified. (‘69 Code, § 2-149)
   (C)   The Superintendent of Streets shall superintend all work of grading, repairing, constructing, or making improvements upon any of the streets, alleys, avenues, or sidewalks of this city, except work let by contract, and shall have charge of and keep in repair all tools and implements of the city used for grading, repairing, or making improvements upon the streets, alleys, avenues, and sidewalks, and shall perform such other duties as shall be directed by the street and alley committee, or by resolution of the City Council.

   (D)   The Superintendent of Streets shall exercise the powers and perform the duties now or hereafter conferred and imposed upon him by law and the ordinances of the city. (‘69 Code, § 2-147)
