§ 31.61 DUTIES.
   (A)   (1)   The Superintendent of Municipal Services shall have general supervision of the following departments in the city:
         (a)   Garbage
         (b)   Streets and alleys
         (c)   Parks
         (d)   Sewers
      (2)   In addition he shall supervise such other municipal services as the Mayor, with the advice and consent of the City Council, may from time to time direct.
   (B)   The Superintendent shall be responsible for engaging and discharging all employees, with consent of the City Council, within the departments under his supervision. He shall collaborate with the heads of the departments under his supervision in planning from week to week the work to be performed by each department, and shall be responsible for carrying all such plans into effect. He shall report not less than once each week to the Mayor and once each month to the City Council the work accomplished in the various departments under his supervision and shall also report future work plans.
   (C)   The Superintendent of Municipal Services shall annually submit a report to the City Council concerning the activities of each department under his supervision during the immediately preceding fiscal year. Such report shall be filed with the City Clerk not later then May 10 in each year.
